Admun is now UTF-8

I've been having encoding problem in Nucleus since I started putting Chinese in the post. It turns out I can fixed it by setting the encoding from the language file. UTF-8 rulez!

Just fixed a problem with the RSS feed.... was forcing it to be ISO..... no wonder the text are screwed
